HAGERMAN JOINT SCHOOL DISTRICT NO. 233


School District Trustee Zones

The five trustee zones for Hagerman Joint School District No. 233 will be as follows:


Trustee Zone No. 1

Beginning on the northern district boundary and its intersection with US Hwy 30; East then following the district boundary to 2900 South; West on 2900 South to Billingsley Creek; Northerly on Billingsley Creek to US Hwy 30; North on US Hwy 30 to the beginning.


Trustee Zone No. 2

Beginning on the northern district boundary on the Malad River and its intersection with US Hwy 30; South on US Hwy 30 to Billingsley Creek; East then southeasterly on Billingsley Creek to Tupper Grade Road; Northwest then west on Tupper Grade Road becoming 2700 South to East Avenue South; North on East Avenue South becoming East Street to US Hwy 30; Southwest on US Hwy 30 to Valley Road; West on Valley Road to Bell Ditch; Northeast on Bell Ditch to Pioneer Road; West on Pioneer Road and Pioneer Road extended to the Snake River; North on the Snake River to the Malad River; East on the Malad River to the beginning.


Trustee Zone No. 3

Beginning on the Snake River at its intersection with the west extension of Pioneer Road; East on Pioneer Road extended and then Pioneer Road to Bell Ditch; Southwest on Bell Ditch to Valley Road; East on Valley Road to US Hwy 30; Northeast on US Hwy 30 to East Road; South on East Road to Main Street; West on Main Street to State Road; South on State Road to 2700 South; West on 2700 South and 2700 extended west to the Snake River; Northerly on the Snake River to the beginning.


Trustee Zone No. 4

Beginning on the Snake River at its intersection with the west extension of 2700 South; East on 2700 West extended and 2700 South to US Hwy 30; South on US Hwy 30 to 2925 South; East on 2925 South to 1050 East; Southeasterly on 1050 East to 3000 South; East on 3000 South to 1225 East; East then north then northeasterly then north on 1225 East to 2900 South; East on 2900 South to the eastern district boundary; South then westerly then northerly along the district boundary to the beginning.


Trustee Zone No. 5

Beginning at the intersection of State Street and Main Street in the city of Hagerman; East on Main Street to East Road; South on East Road becoming East Avenue South to 2700 South; East on 2700 South becoming Tupper Grade to Billingsley Creek; Southerly on Billingsley Creek to 2900 South; East on 2900 South to 1225 East; South then southwest then west on 1225 East to 3000 South; West on 3000 South to 1050 East; Northwest on 1050 East to 2925 South; West on 2925 to US Hwy 30; North on US Hwy 30 becoming State Street to the beginning.







REDEFINING TRUSTEE ZONES

The boundaries of the trustee zones in this district are to be defined and drawn so that, as reasonably as may be, each such zone shall have approximately the same population.


The board of trustees will initiate a proposal to redefine and change trustee zones at the first meeting following the report of the decennial census. In addition, the board or a patron may propose that a trustee zone be redefined at any time. Within 120 days following the report of the decennial census or the receipt of a petition to redefine and change the trustee zones, the board will prepare a proposal for a change which will equalize the population in each trustee zone. The proposal will include a legal description of each trustee zone as the same would appear pursuant to the proposal, a map of the district showing how each trustee zone would appear, and the approximate population each trustee zone would have, should the proposal become effective.


Trustee zones in this district will be determined to have approximately the same population when the populations of each trustee zone do not vary by more than ten percent. The superintendent or designee will be authorized to review the decennial census, or any proposal to change trustee zone boundaries, and determine whether there has been a shift in population which causes the current trustee zones to not contain approximately the same populations. If it is determined that the population has changed so that the trustee zones are not of approximately the same population, the board will appoint a committee, composed of interested parties, to review the matter. The committee will propose to the board modifications to the trustee zone boundaries which are intended to equalize the population in the various trustee zones.


The proposal will be submitted to the State Board of Education for approval. The State Board of Education will approve or disapprove of the proposal within 60 days and give notice of its decision to the board in writing. If approved, the trustee zones will change pursuant to the proposal. If disapproved, the board must submit a revised proposal to the State Board of Education within 45 days.


IMPLEMENTATION OF PROPOSAL TO REDEFINE TRUSTEE ZONES

At the next regular meeting of the board following the approval of the proposal, the board will appoint from its membership a trustee for each new trustee zone to serve as trustee until that incumbent trustee’s three-year term expires. If the current board membership includes two incumbent trustees from the same new trustee zone, the board will select the incumbent trustee with the most seniority as the trustee to serve the remainder of his or her three-year term. If both incumbent trustees have equal seniority, the board will choose one of the trustees by the drawing of lots. If there is a trustee vacancy in any trustee zone, the board will appoint an individual residing in the trustee zone to serve as trustee until the next annual meeting.
